Gratuity was hold by employer even after order passed by Labour court after 60 days. Is it valid or void

It is a violation and should be reported to Labour Court immediately.  Serve a legal notice demanding for gratuity within a month as per LC judgment, and wait for a month and then approach to LC with your advocate.

When a factory has effected closure and the workmen raised an industrial dispute challenging it's legality, refused to receive and returned the full and final settlement amount, is the employer liable to unilaterally settle the Gratuity amount even if workmen have not made a claim? Are the workmen entitled to claim interest for non-payment of Gratuity?
