Grade-iii promotion

Sir,

          I am working as HSG-I postmaster, Guntakal. I opted for Grade-III promotion. As per the recruitment rules of Grade-III promotion, once opted cannot withdraw promotion. I want to decline the promotion as I have been transferred to a far off place though I stand first in the seniority in the name of discretion by the higher officer. Is it possible to withdraw promotion even if option is given. Kindly enlighten me.
