Govt job verification

I was found guilty in an UFM case in 2017 during my 1st semester Lab exam due to which my lab paper was cancelled. My college failed me in that paper. I cleared it as a backlog in the upcoming year semester exam. Graduated in 2021 later. My Transcriptt certificate( All 8 Semester Marksheet) and my Individual 1st Semester certificate does not have any UFM cited in it but has been disclosed as F grade meaning Failed in that particular lab exam. basically its not mentioned in any of my marksheets/certificates. Recently landed up a Central govt job and came across Attestation Form which mentions about "Have you ever been debarred from any examination Or rusticated by any University or any other Educational authority/institution?" I was not debarred or rusticated by my university but was instead it was cancelled and later written Failed in that particular subject exam but was allowed to clear in upcoming academic session. What should i fill in the above section a YES or NO? If I write NO does that mean I am supressing the information. Because somewhere the above case might be in old college student records which in turn might create hurdles while verification leading to termination from Govt job ? Please Help. It been causing me go through sleepless nights.

You should disclose the fact of UFM.

Would disclosing about this lead to not getting a job offer from govt ?

Since you have not been debarred nor had been rusticated, you do not have to mention about the UFM. It cannot be considered as suppression of fact because it is not in any record neither their is any record to show that you were failed due to UFM as a punishment, hence you may better write NO in the form.
