Forcibly occupation of land

I am NRI leaving in UAE. My parents live in Bihar, India. We have a Land 10 Cottah from my mother side in our villages. We exchanged a portion of Land with Madarsa nearby our Land. We have been given a paper from Panchayat as proof of exchanged. A third person having  a vague/ fake document claims that he bought the same land from Madarsa and they forcibly build a structure on it. They are not our relatives. 

I need suggestions where my mother can file a case? How we can highlight the case to higher and different authorities, please name them?

Being an NRI how can i file case for safety of my parents and siblings. Do i get any help from Embassies?

Please suggest other points too analyzing the case.

If the miscreants have gained illegal entry into the land belonging to your mother, she has to file a declaratory and mandatory injunction suit and also an application to repossess the land.  At the same time, she can lodge with the local police for  trespass under criminal law.  She being the title holder, only she can lodge a complaint or file a suit.  Consult a local lawyer or ask her consul a local lawyer and proceed further as per his advise.
