Flat boundary in building

Hi,

My building has alternate terrace design. There is a dispute going on between the 3rd & 4th floor flat owners on the space above the dry terrace of 3rd floor flat. 

3rd floor flat owner has fitted a water tank which is going above the roof level of his flat ..in open space created due to alternate terrace structure. 

Can the 3rd floor person install anything above his ceiling level? to whom does the space above 3rd floor dry balcony belong in alternate balcony structure? what is the boundary of flat in general?

Read your sale Deed clauses. Who has direct access to the the open space?. In future if FSI is available and construction is permitted for additional space, who will get this space attached to his existing constructed area? This may clarify your doubts.
