Dowry prohibition

Is there any incident that dowry giver has been punished suomoto,
along with Diary taker when dowry issue is proved

Any criminal action is only on the basis of valid complaint before a competent authority.  There should be prima facie facts and case has to be registered before conducting investigation.  (Forget about such suo motu - Police are not having time to investigate into already registered complaints)

Dowry giver is a victim and as such they are never punished. Rarely they are charged, but never ever convicted.

But as per Sec 3 of Dowry prohibition act it is a crime, no body has been punished under this section so far. Then why this section

The act also mentions that aggreived or complaining party shall not be prosecuted.
