Discrimination by dg shipping and imu against bosse students while accepting nios students

I completed Class 12 from CBSE but secured around 56% in PCM, whereas IMU requires 60% PCM for merchant navy-related courses. To improve my PCM percentage, I explored recognized open schooling options and had two choices: NIOS and BOSSE (Board of Open Schooling and Skill Education, Sikkim). Before taking admission in BOSSE, I verified public-domain information available on DG Shipping website, especially STCW meeting records where BOSSE appeared to be accepted/recognized. BOSSE and NIOS are both recognized by Ministry of Education and accepted for various Central Government purposes, Central Universities, and government jobs. NIOS also accepted that both certificates are of the same educational level/equivalence. Relying on these public representations, I took admission in BOSSE. However, later during IMUCET-related verification and through RTIs and PG Portal grievances, DG Shipping and IMU stated that only NIOS students would be accepted and not BOSSE or other state open schooling students. Authorities are reportedly stating that merchant navy requires rigorous regular schooling, but this reasoning appears contradictory because NIOS itself is also an open schooling system and is still accepted. I believe this amounts to arbitrary discrimination and violation of Article 14 (Right to Equality), legitimate expectation, and fair opportunity in education/career. Students relied upon earlier public-domain records and later the policy position was changed without proper notice. There is also a 2025 Supreme Court matter relating to BOSSE and NMC where BOSSE validity was reportedly recognized. I want legal opinion regarding: Whether a writ petition under Article 226 is maintainable. Chances of getting interim relief/provisional permission. Whether discrimination between NIOS and BOSSE can be challenged under Article 14. Which High Court would be appropriate against DG Shipping and IMU.

Yes, a writ / PIL is maintainable, however, for interim relief you will have to put your fingures cross, which cannot be predicted at this stage.

You can file a writ petition within the jurisdiction to which you belong and not in the jurisdiction where the institute is located, you may poroceed accordingly

You can file a Writ Petition in the HIgh Court. However, it is prudent to make a representation before rushing to the High Court.

I am having proofs of email and public grivience portal through which I made complaint to ministry of education and dg shipping and imu and aiu and nios and ministry of shipping and rti reply of 10 different depending regarding this

 

Even after mentioning this they are saying we have made the rule and ministry is saying we have taken remarks but is not doing anything
