Issue legal notice through a local prudent lawyer. University cannot ask for fees for next year when you have decided to leave it.

Yes you can issue a legal notice to the University in this regard and demand the return of certificates.
Failing to receive any response you may approach high court with a writ petition seeking relief and remedy.

Sir but I warned that I will go legally but nahh they not cared and at last they asked for 1 lakh 30 thousand please help me cause we are financially weak though

Did you issue legal notice through a local prudent lawyer for return of original documents and the University denied ?
If so, move to High Court in a writ petition and/or as advised by your lawyer since s/he is better informed qua facts and circumstances of the case.
