Denied to give my original certificates

Issue legal notice through a local prudent lawyer. University cannot ask for fees for next year when you have decided to leave it.  

Yes you can issue a legal notice to the University in this regard and demand the return of certificates.

Failing to receive any response you may approach high court with a writ petition seeking relief and remedy.

File writ petition of MANDAMUS in high court against university to return your original certificates. 

Sir but I warned that I will go legally but nahh they not cared and at last they asked for 1 lakh 30 thousand please help me cause we are financially weak though 

Did you issue legal notice through a local prudent lawyer for return of original documents and the University denied ?

If so, move to High Court in a writ petition and/or as advised by your lawyer since s/he is better informed qua facts and circumstances of the case.

Have they given you anything in writing saying you have to pay the full second-year fee before they will return your original certificates? I would ask for the exact rule and keep copies of all your communication with them.

You should also check what you signed when you joined, as there might be a clause about leaving the course early. If there isn't, I would take the matter to the university grievance cell or the relevant higher education authority.
