No citizenship certificate

A citizen of Singapore came down to India at the age of 3.  Now 50.  Now wishes to get Singapore citizenship.  Not registered as a Citizen of India.  No Adhaar cards.  How to get a NO CITIZENSHIP CERTIFICATE from Indian authorities.  Such a certificate alone will make me eligible for Singapore citizenship.

If you are born in Singapore hen you are a ctizen of Singapore. No question of your now becoming a citizen of India.

That's not like that.  Since long gap occured the Singapore government insists on Non-registration of Indian citizenship certificates to renew their Singapore citizenship.  I understand our government also issues such certificates.  I do not know the route to get.
