Delay in IT refund

Hello sir/madam, I have submitted my form 16 along with saral form in the year 2012 to a sales tax practitioner for refund whereas I didnt get the refund amount yet. I have been asking him since then and get the answer that he is checking on it with IT Office. I suspect that whether he filed my form or not and he didn't give me the filed copy yet. Now I have decided to escalate and give complaint against him. Please advise where I need to complain on him and what is the way to get the refund amount. Thanks in advance. Suresh Kumar G.P
