Cvc ???

Why you need lawyer.  CVC is not a legal forum.  They have not employed even a single lawyer.  Why do not you write/type a complaint on piece of parer and sent them by post.  You can also request them to protect your identity which they are dutybound.

i was L1, but railways awarded the contract to L2 at a 'higher price' for 80% of the quantity sighting that my product has not been used in India so they dont want to risk it. note, my products has been used otuside India. till date 1 vendor has been using his monoply in this particular application. jjamvant atyahoodotcom. note also the tender never stipulated that only those who have references in india can bid. i need a lawyer to study cvc guidelines, tender guidelines, railway procurement guidelines and frame a case sighting various blatent violations. 

If you are ready to spend for the lawyer then why you do not file a civil suit against railway against worngful denial of contract.
