Covering of open balcony or open terrace

I have a 2BHK flat at second floor in Kharghar (Navi Mumbai) with a front terrace of approx. 1300 sq ft which is across the three rooms. Above this terrace, balconies of top floors are situated. I have paid for this terrace along with flat and it is my personal terrace and not a common terrace. Moreover, the society is charging from me maintenance for the terrace.

Right below my flat and terrace, there is a shopping mall on ground plus first floor. During rainy reason, water-logging takes place in the huge catchment area of the terrace, which seeps into the shop below and litters are thrown from top floors continuously.

My question is -

1. whether I can cover the terrace with metallic or asbestos sheets supported on metal pipes?

2. whether I can put up grills on the terrace for safety and protection?

3. If society doesn't give permission, which is the competent authority to give permission for the above and what is the rate of taxes payable for covering the personal terrace.
