Contract labour

Can a labour work with two different contractors under the same principal employer. For example morning shift as cleaner(safaiwala) and in the evening as security under the same principal employer ?  Is it correct and whether the principal employer cannot be held responsible for the exploitation?  Your views are is  solicited.
