Claiming women reservation

Hi,

I am belonging to OBC category and i have non cremy layer certificate, while applying for govt job they are asking me to submit Non-Creamy Layer Certificate as prescribed by the Govt. of Maharashtra to avail womens horizonal reservation, so just want to know that non cremy layer for OBC and NON cremy layer for womens horizonal reservation is diffrent?
