Civilian Police

Dear LCI Members,

I have a query regarding Police.
Can a "civilian Police" discharge the functions of a "Traffic Police", if Yes, then at what circumstances he/she can discharge the functions of a Traffic Police?

And on what grouds a civilian police collect fine from a vehicle owner due to non-possession of Driving license, Insurance, pollution etc...?

Under what circumstances does civian police have right to seize the vehicle?

Civil police are deployed to work as traffic police in case of need. Sometimes police department uses civil police to control traffic for a day or two of the week so that citizens behave in a disciplined way when they know even khaki wearing police are watching them. So, when they are deployed to control traffic, even civil police can perform all the duties of a traffic police.

But such civilian police should always be supervised by a traffic police and the latter's presence is mandatory as a part of discharge of public duties.
