First contact an expert engineer and get your walls dampproof as immediately as possible and protect  your own  interest.

Then think of fighting with neighbour to spark further fights outside and through Court by contacting a lawyer, you have so much money and time for that activity.

or instead of spending such amount on wasteful litigation through finding expert opinion that you were walls are dampened by washing cloths by neighbour and wasting time of judiciary, gift  them a simple washing machine and develop good long term relations so that they will not do any thing that adversely affects your interest.

Dear Person in problem:

Complaint to District Commissioner who is also the magistrate of your district in hand written note explaining the entire situation with photos or probably video recording on DVD asking him to take action against neighbour under section IPC 268 and to consider the letter iteself as private complaint would sort your problem.  Send letter through RPAD.  keep copy of reciept of RPAD.
