1. A Muslim in India is allowed 4 marriages. You need to divorce one wife when you plan marriage for the 5th. time right now you are contemplating on your second innings so your personal law does not asks you to divorce 1st. one to marry second one (irrespective of 2nd. once religion).
[With respect to your query, it surprises me you don’t know about your own religion!]
2. It is otther matter if this would be second one (Hindu girl) is insisting to seek divorce form 1st. wife then marry her for which it is your personal choice your personal law will not come in-between !

1. Since 2006 Registration of Marriages are made compulsory.
2. In your religious beliefs a Kazi's issued Certificate is also enough.
3. Law is never “brief”

Addendum:-
A. Remember that in case of Muslim marrying a Hindu girl the first marriage of Muslim has to be revealed to Hindu girl otherwise it becomes void.
B. Also remember that in case of Muslim marrying a Hindu girl the Hindu girl needs to convert to Islam otherwise the marriage becomes void. For a valid Muslim marriage both spouses have to be Muslims.

Here is a eye-opener verse from your holy book;

"Do not marry unbelieving women until they believe... Nor marry your girls to unbelievers until they believe."
