304b ipc not to get bail

My sister who was a state government employee was married to a private employee six months ago. Soon after marriage he began to torture her mentally and physically and asks for extra dowry. Recently she committed suicide and we filed a case against him on section 304b. After my sister's death he absconded and now applied for anticipatory bail (AB) in high court. Will high court sanction bail to him? Also how to obtain legal heir certificate of my mother to receive amulments from her job??

since it is a non bailable offence and the person is on run after fir is been filed he has to submit himself before the court and avail bail

Will high court provide him bail?? The local police (DSP) in his statement told court not to sanction bail to the accused.
