Please specify whether you need to register a marriage already performed or to conduct a marriage before the registrar.

Registered marriage can be done by the Registrar only under the Special Marriages Act.  Prior notice of intented marriage has  to be given for 30 days and only thereafter the marraige would be solemnnized by the Registrar.

The following are to be followed in such a case.

Bridegroom/Bride should have completed 21/18 years respectively. [/*]
Anyone of the following place should fall within the jurisdiction of the Registering officer:[/*]

Residence of bride. [/*]
Residence of bridegroom. [/*]
Solemnization place. [/*]

Proof for all these shall be given. [/*]
Notice of intended marriages. [/*]
If no objection for the marriage is received within 30 days from the notice, marriage will be registered. [/*]
Hello,

I subscribe to what Mr.Yedhulaprakash says. To have the marriage registered you need address proof, aged proof and notice of intended marriage. If your friends still wants to get married, they can do so in some mandir and get a certificate from the mandir and then have the marriage registered. Still one needs age proof and address proof. You may try with affidavits with the Registrar, but I have my own doubts that it would be accepted.
