Where to file a complaint if financial fraud was attempted but not successful

Where to file a complaint if financial fraud was attempted but not successful. The scammer was trying to scam me by telling me that he almost convinced me he is my friend and has transferred some rupees to avoid bank charges. Kindly transfer it back it's emergency for hospital. However I was smart and did not fall for the trick. I called the national cyber portal helpline they told me that the portal is for scams that are successful. My question is that where can I report the number of the scammer? Is there any way to report it online?

If there is no offence committed then there is no incident of crime therefore you cannot file any complaint against a non existent crime or offence.

You have already stated to have reported the incident to concerned Cyber Crime police, which did not occur.

If the national cyber portal helpline informed you that the portal is only for reporting successful scams, you can explore the following options to report the scammer's number and attempted financial fraud: 1. *Local Police Station*: File a complaint with the local police station, providing all relevant details, including the scammer's phone number, email, or any other communication channels used. 2. *Cyber Crime Cell*: Reach out to the cyber crime cell in your city or state, they will guide you on how to report and take action. 3. *Online Complaint Portals*: - *National Consumer Helpline (NCH)*: File a complaint online or call 1800-11-4000 (toll-free). - *Indian Cyber Crime Reporting Portal (www.cybercrime.gov.in)*: Although they mentioned it's for successful scams, you can still try reporting the attempted fraud. - *RBI's Fraud Reporting Portal (www.rbifraud.in)*: If the attempted fraud is related to banking or financial transactions. 4. *Telecom Regulatory Authority of India (TRAI)*: If the scammer used a phone number, report it to TRAI's "Do Not Disturb" (DND) service by sending an SMS to 1909. 5. *Email Service Provider*: If the scammer used an email address, report it to the email service provider's abuse department (e.g., Gmail, Yahoo, etc.). Remember to keep a record of all complaints filed, including reference numbers, dates, and details of communication. This will help you track the progress and follow up on your complaints. Dear reader,
I understand your concern about fraud attempts and reporting such incidents to prevent future fraud on you and others. No matter whether the fraud attempt was successful, reporting the scammer's details may help prevent such incidents in the future. Although cybercrime.gov.in, the National Cyber Crime Reporting Portal concentrates more on complaints of successful frauds, you have many options to report the scam attempt itself: You can lodge an official complaint with your local police station or cybercrime cell along with all the details of the scammer's telephone number, call log, messages, and whatever else you'd like to share. Most cities have some specific cybercrime units that take care of these complaints and help provide the necessary prevention measures.
You may also approach the Telecom Regulatory Authority of India in case the calls or messages are dodgy. You can also contact your mobile service provider, who may be able to take steps to block this number. Some state police departments allow people to report cybercrimes, including attempts, via an online portal, so it is worth checking your state police website for information about such a facility. As always, collect and retain any evidence of the scam attempt. Your vigilance and timely action may even be in a position to prevent others from falling into similar snares. Hope this helps!
