Suspension of a government employee

Respected sir/madam One of my frd has recently tweeted to a serving minister to sanitize office premises due to on going covid 19. The office secretary (head of the office) sent a suspension order. Is dat wrong?

Quick Summary
A government employee was suspended after tweeting a suggestion to a minister about sanitising office premises due to COVID-19. The employee received a suspension order via email without prior warning. While suspension is not a punishment itself, it's a preliminary step before disciplinary proceedings begin. The validity of the suspension depends on the specific grounds cited in the order.
