Status of unapproved plots already registered in PUDUCHERRY

Dear All, Kindly update me on the status of unapproved plots which is already registered in PUDUCHERRY, 1. can I get it re registered as gift by settlement. 2. Can blood related elder brother gift it to his sister, if yes what's the procedure to be followed.
