stamp required for a bank guarantee issued from Delhi to Uttar Pradesh

I am a Delhi based company and I got a performance bank guarantee from my bank situated at Delhi and the bank executed the same on Rs. 100/- stamp paper and it was submitted to the Ghaziabad Development authority at Uttar Pradesh. The local authority says that as per U.P. stamp act, it attract a stamp of Rs. 10000/-, but as per my knowledge and advise the stamp of Delhi should be applied. is there any legal document/ order, by which the concern authority may get convinced. My local advocate is not agree with me. Any advise please.
