It can be filed when a non-cognizable offence is committed.
It can be filed in the police station only, not in a Court.
Purpose? 1. Whether or not he's the aggrieved party, he wants to get the Accused punished. And he doesn't want to take
the troubles involved in the filing of a Complaint under Section 200 of the Criminal Procedure Code.
