Sale of agricultural land in small pieces

Hi,

(a) Whether the agricultural land can be sold as plots? each size of 1500 sft etc., with power of attorney and development authority (PA+DA) at Outside the city limits (Panchayat) of Pune, Maharashtra?

(b) Will your answer differ if the land is Non-Agricultural (NA) Plots? 

(c) What is Ghat land? What is difference between Farm, Ghat and Survey land?

First of all the Agricultural land should be converted into residential zone by the Land Development Authority/Municipal authorities.  Later you have to apply for Gram Panchayat layout.  After that the owner of the land has to execute registered GPA for sale of the plots. (Here only commission is paid to GPA  Holder on sale of each plot.) 

In case the owner of the land do not wish to take risk he can enter into regd development agreement where 40% of the plots will go to owner and 60% of the plots go to developer.  The whole charges including the layout are borne by the developer only.
