Right to information is a fundamental right and any citizen can seek such information from Public Authority under RTI Act by filing prescribed application with fees of Rs.10.

For every right,  there may be exemptions.  Sec. 8 (1) states all such exemptions under RTI Act in sub sections. Like national security, information held in fiduciary capacity, personal information, information that impede progress in investigation  etc

A PIO is supposed not only to quote the section, but under obligation to justify in applying that section.

However, larger public interest matters  is a walk over on such Sec.8 (1) subsection exemptions

That means if information is larger public interest that information must be provided and Sec.8 (1) can not be applied.
