Rti act 2005

Can some one throw light that under the RTI ACT 2005; if the appeal is placed before the the State Information Commissioner and the SIC had ordered the Appellate Authority of the office to submit a report on my complaint and yet the queries remain unanswered whom should I (the appellant) approach. Correspondence is being done with the SIC but nothing is heard from them even after 4 months. Can someone guide me what to do next.
