Usually when a query is made under RTI Act the replies are given without the question and when questions are raised in English the replies are given in Local Language (Malayalam) in Kerala. Can the applicant insist for replies in English with the question mentioned.

If you are not able to understand the local language and if the reply is not satisfactory, you can file an appeal against the reply received, seeking proper relief

If you are satisfied with the reply you can ask the PIO to issue the same in English.  If you are not satisfied with the answer you shall appeal to the appellate authority.

There is no specific mention of which language has to be used in response to an application under the provisions of Right to Information Act, 2005

According to the RTI Act, an applicant can insist on getting replies in English, and the question can be mentioned in the reply ¹. However, there are a few things to keep in mind. The RTI Act states that a PIO is expected to provide information as defined under section 2(f) and not answer the questions of the applicant ². Additionally, if the questions are raised in English, the replies should be in English, but if the questions are raised in Malayalam, the replies will be in Malayalam ³. If you're not getting the desired response, you can file a first appeal if 30 days have passed since your RTI application ³.
