Retrospective property tax for 10 yrs

Hello Honble members,

The corporation guys (Asst. revenue officer and commisioner) claiming retrospective property tax for 10 yrs. But according to the CCMC act (chennai city municipal corp. act) it provides that on account of escaped assessment alone corporation can demand tax within a period of 6 yrs from the year in which the assessee should be assessed. But i cannot find any section which authorizes the corp. to claim revised tax retrospectively for 6 yrs.

Can Chennai corporation claim tax which is revised retrospectively ? If so please quote the section which enables the corporation to do so....

For example, if the corp. revises the tax from 1500 to  3000 in 2011, they demand the assessee to pay 1500 from 2000 to 2011... Hope its clear....

Please provide me some good citation for this issue....
