Regarding unpaid car parking

The apartment in question was purchased in 1990 in Chennai. Ground floor consists of parking spaces. At that time the parking slots were not allotted to any owner by the builder. We have stayed at this place for 13 years having enjoyed one of the closed car parks. Our tenants before were also using a car park and the agreement mentions the availability of  car parking. The occupants welfare association of our apartments is not a registered association. We are planning to shift to a different house, but this association will not let our tenants use this car parking. I need your esteemed advice on how to go about with this problem. Is there any possible legal advantage I might have to retain the parking for my tenant?

you can submit your grievance to local municipal authorities. They will decide and give instructions to the all residents in the building.
