it is governed by public premises act. You need to inquire about the company's regulation regarding the same or you may accost the authorities regarding your neighbor. One more thing you can do is by approaching the rent controlling authority in that district.

You have to file application seeking such information from the Authority that alloted such lands and seek such rules and regulations duly entered in between allotees and the management / authority.  Then you can find out deviations / violations in the present process followed and should make a complaint through Registered post to authorities against such individual, specifically pointing out the relevant section/clause and request them to take action.

Wait for another month after the complaint and then seek information under RTI as to what action was initiated on your complaint dt....and once again enclose copy.

You can seek specific information/assistance through phone from the officer who has asked you to send the application through State Govt, to inform the name of PIO and public authority.  If that authority has given you any document in writing, recognising your right as allotee, then you have the right to seek such original agreements copy as a consumer under CP Act, as an affected party.
