recovery of increments

i am a bank employee having put 29 yearsw of unblemished service. i was promoted as officer in 2001 and got transwferred to madurai. the probationary period was 1 year.in the meantime, due to personal reasons, i decided to give reversion  and gave application for reversion on 10.10.2002.. [the probationary period ended on 16.10.2002.  i reached  first stagnation and there were 5 more stagnation increments.  the letter for reversion was submittted by me on 10.10.02 [one week before date of confirmation [1 year]] but the process took sometime and the reversion proceedings was issued to me on 9.11.2002, duly acknowledged by me. my salary was refixed to the salary which i was drawing at the time of promotion.  bank informed me that i am not eligible for further stagnation increments . so, from 9.11.2002 till today i am drawing the same salary  [same basic pay]. this causes severe mental strain to me since i am loosing nearly rs.2500/-per month. i gave repeated representations to the head office and they immediately declined saying that as per bi-partite settlement , i am not eligible.  i want to get a good solution for this.my colleagues are also advising me not to take any logal action since management may  punish me . ...eventhough i dont want to  go legally against the bank , since the amount i am losing is very high, i want to file a writ. i will be retiring in 2010 and my retirement benefits will also get affected, i request your goodselves to guide me

How can you explaint to the court for approaching it after so much delay?

i have been giving representations frequently which they used to deny stating that i am not eligible as per bipartite settlement(am a nationized bank employee).
