Power of police to detain/seize

I want to ask a the following two question that is in the minds of many people. Pleease kindly answer.

 

1) In case if the vehicle papers (R.C Book/ Insurance papers are not available with the owner/driver of a vehicle when stopped by police, does the police have a right to detain/seize the vehicle or order the owner/driver of the vehicle to come to a police station or any other designated place? 

2) Or in other scenerio, the vehicle papers are with the owner/driver, but the police wants to wrongly fine him for wrong parking or violation of day-time one-way notification order and the owner/driver feels he is wrongly demanded such fine and he refuses to pay the fine on the spot. He is ready to be booked by police with his remark but not ready to pay the fine. Can the police detain/seize his vehicle?

1.  UNDER MOTOR VEHICAL ACT, when driving the vehical , RC book Insurance and Driving Licence must be kept within the car.

Yes

police has a right to detain the vehical ,as owner/driver doesnot have any proof(RC book , insurance paper) to show he is the owner .he has a reason to believe the vehical may be stolen one, as no doc. is produce.so he can detail Only the Vehical and let the owner/ driver to take the possession of the vehical by showing the Doc.

 

2. when proper Doc. r in order then police cannot detain the Vehical but he can impose a fine for violating the traffic rule.not to mention for wrong parking fine is imposed.
