Permission for joining educational institution to govt. empl

I have read the para 4 & 5 of Government of India's Decisions under Rule 3 of CCS(Conduct) Rules, 1964 regarding Joining educational institutions by Government servants outside normal office hours.

I want to ask that if an employee has applied to seek permission for Joining educational institutions outside normal office hours or by distance education, the Director of the Institution/Head of Office is liable to give permission for the same or it is on his discretion.
