Onsite allowance as per deputation letter

Hi, 

I was deputed to onsite location for a duration of 15 days as per the deputation letter.

The deputation letter also contained the amount for onsite allowance.

Now I am back to my native country and filed the forex settlement ( with supporting bills) but my organization's finance department is now saying that there was a technical fault while printing the deputation letter( to be noted, it is undersigned by the General Manager) and forex settlement will be done as per the policy( where the amount is very less).

On these basis, instead of giving me the onsite allowance, they are deducting my offshore salary to compensate for the onsite expenses.

I want to know what action can I take in this regard?

Can I take a legal action on the basis of the deputation letter that was given to me.
