Non payment of salary

Working more than 25 yrs in a mfg. company. The company was under BIFR and never paid salary in time resulting accummulated salary pending of around 22 months. Now they are removing some management staff without making payment of any pending salary or gratuity and their ground is financial problem. What is the legal procedure to recover the dues. Please suggest.
