NEW DELHI: A special CBI court here has issued non-bailable warrants against seven Uttarakhand police officers and notices to 11 other accused in the case of fake “encounter” of Ranbir Singh, a young MBA student from Ghaziabad.

Ranbir was allegedly gunned down on July 3, 2009.

On March 17 this year, the Supreme Court had transferred the case from the court of the Special Judicial Magistrate (CBI), Dehra Dun, where the charge sheet was filed in December last, to hold the trial in Delhi.

The Supreme Court had also cancelled the bail granted to Inspector Santosh Kumar Jaiswal, Sub-Inspectors Nitin Chauhan, Gopal Dutt Bhatt, Rajesh Bisht, Chander Mohan Singh Rawat, and Niraj Yadav and Constable Ajit Singh.

“Issue fresh NBWs”

Senior Public Prosecutor Brajesh Shukla appearing for the CBI told Special Judge V. K. Maheshwari that the Dehra Dun court where the trial was scheduled to begin had issued NBWs but the warrants were not executed. So Mr. Shukla requested issuing of fresh NBWs which the court granted.

The court has also issued notices to 11 other accused -- Satbir Singh, Sunil Saini, Chander Pal, Saurabh Nautiyal, Nagender Rathi, Vikas Chandra Baluni, Sanjay Rawat, Mohan Singh Rana, Inder Bhan Singh, Jaspal Singh Gosain and Manoj Kumar.

The court noted that from among the records that were transferred from the Dehra Dun to the CBI court, some pages were missing, many pages blank and a few pages torn. A letter has been despatched to the Dehra Dun court and senior CBI officers based in Lucknow regarding the discrepancies in the records submitted.

Before the Supreme Court had transferred the case to the CBI court, arguments on charges were slated to begin in Dehra Dun on April 4.

The charge sheet filed on December 22 last by the CBI had slapped charges of murder, kidnapping and tampering with evidence against the police officers. The matter is listed to be heard next on April 28.
