You can apply for permission from your employer in writing giving reasons, sometimes the discretion of the employer may be in your favor.

Such things as above are governed by Government Servants Conduct Rules. Central Government has its own conduct rules. Each State Government has also  got its own conduct rules. Generally all conduct rules are similar. Government servants are permitted to be members of associations whose aims and objectives are purely of an artistic, scientific or charitable nature. Such associations are managed by a managing committee, governing council or by another name under which it is known. Such committee members are usually elected from its members. As membership is permitted  membership of managing committees is also permitted. You are saying 'administrative position'. What exactly does it mean? Is it a salaried position? If so I am afraid that it may not be permitted. Also if a position takes considerable time of the Government servant that he is not able to concentrate on his own Government work holding such positions may not be permitted.
