Mca data on other websites ?

Hello: I've come across so many websites like corporatedir.com which are publishing data from MCA.Gov.In - Name of Companies, Directors, Capital, etc. These say that it is "data" in Public Domain but do they have the right to publish on their own website ? Can you point to relevant laws ? Thanks
