Maintenance charges for single agreement combined flats

A person buys two adjacent flats from the builder, combines them, executes a single sale agreement and pays single stamp duty on the combined area. He is issues a single share certificate by the housing society. He is paying single property tax on the combined flat area. Does he have to pay separate maintenance charges for the two flats or single maintenance charge for the combined flat?

the maintanence charges are levied on the flats, thus a person is bound to pay maintenance charges for both the flats.

 

Further, it would be advisable to issue separate share certifictae for the two flats incase the person wants to sell the flat or transfer/gift it to the family members in the future.
