Licence for manufacturing

An Indian Company which doesnot have its own manufacturing unit and it buys unlabeled garments from a vendor and sells it in the domestic market under its own brand name, does this Company then becomes a Manufacturer indirectly Does it need any sort of manufacturing licence apart from trade licence, to do this kind of business? Urgently need some expert advice.
