Legal heirship certificate

My father has expired in March 11 and I had applied Legal Heirship in April 12.  After visiting several times to Tahsildar office, I couldn't get the certificate.  They said, the person who is responsible for this has been transferred to some other department, so it cannot be produced and asked me to submit fresh application.  Then I decided to approach as per RTI, I also sent an letter as per RTI, but there is no reply from them even after a month.

Can you tell me what I have to do next?

Sir,

In case of no reply or not satisfactory reply to your RTI application, you can file a First Appeal under RTI to the higher authority after about thirty five days of the date of filing the application under RTI.
