Lease deed

My wife has one storied building on thika tenancy land jointly held with her brother. It originally belonged to my father in law who died .
My wife wants to jointly grant/assign lease of the structure to one interested gentleman . Is it legal?
Can we grant lease of the right and interest of the thika tenancy land also to a third party?

Govt. of West Bengal changed the rules for thika tenancy land owners. No NOC is required from local municipal body. Please check the website of the state.

Thika tenancy is controlled by thika controller. Whether his permission is required for sub leasing.
Next question is thika land right and interest whether this also can be added in the lease agreement of structure.
