Leakage from upper flat

Hello Sir/Madam

The ceiling (slab) of upper flat is leaking exactly in our balcony

1) Who has to repair the slab leakage, i) the apartment society, ii)the owner of upper flat or iii)myself?

I had informed to the owner of the  upper flat several times and he is not responding.   I informed to the Association and they are saying it is inside the uppar flat so the flat owner has to respond.   Please guide me to whom should I complaint.
