Issue getting noc from society

I am applying for balance transfer from loc to sbi. For the same they ask all necessary documents including society NOC. But society is refused to provide the same now. Reason last I have applied for the same but it was rejected by the bank due to valuation. No the society is asking for the previous document. But I haven't optined the rejected document from bank. Is this the procedure to give back the NOC to society once the transaction was rejected? Do they have the rights to jefuse because of the above case? Pls someone clarify me.
