File a first appeal under section 19 (1) of RTI Act to First appellate authority within 30m days from date of receipt of reply....

Inform what information you have exactly solicited as that sectin is about invasion on privacy.  Mere quoting a section is not sufficient to deny information, but making a justification is more important.  Without justification the denial amounts to deliberate and malafide denial.
