How to file a case in consumer court

Dear Sir,

 

I had bought a flat from a builder which was supposed to be handed over in Aug 2013. After long delay the flat was handed over without 3 phase connection & Lift as mentioned in the Construction agreement. I had been patiently waiting for him to deliver on his agreement but to no avail. Further he i behaving very rudely.  I am contemplating on filing a case against him in Consumer court. Pl advise.

You can file a case before the Consumer Forum having territorial jurisdiction under Section 2(d) of the Consumer Protection Act for deficiency.

I should have said Section 2(g) instead of 2(d). 2(g) gives ground for complaint viz deficiency of service.
