Gift of immovable property

I have entered a development agreement-cum-gpa with a builder. The construction of the apartments building is in progress, not yetcompleted. Can I gift two of the flats which are part of myshare of apartments to a charitable institution and get exemption of stamduty while the bulding is not yet completed.

You cannot transfer the property unless you have clear title on the property.

I am the land owner with clear title. I am talking about gifting the flats which are part of land owners share. My query is can I gift while the construction is not yet completed and get the benefit of stamp duty exemption, as the donee is a registered charitable organization.
