General information about leave

Dear All, I have one question related to leave details for last two years for Professor/Librarian is rejected by Principle under RTI, as it is not appropriate in terms for public welfare.

Should i/t be rejected or it should be answered more details or I shall file a RTI asking against which rule it is vialoting the public welfare
